U.S. Department of State Apostille
The U.S. Department of State will issue an apostille for documents to be used overseas in countries that are members of the Hague Apostille Convention.
For countries that are NOT members of the Convention, an authentication at the U.S. Department of State is required prior to legalization at an embassy or consulate. Please refer to Authentication and Legalizations.
The U.S. Department of State does not directly apostille state-level documents, but some non-Hague countries will require your documents to be authenticated at both the state level AND the federal level.

Authentication and Legalization
If you intend to use your documents in a country that is NOT a party to The Hague Apostille Convention, authentication at the state level as well as the U.S. Department of State in Washington, DC will be required prior to legalization at a foreign Embassy/Consulate.
